Background
Established in 2013, Yayasan Masyarakat dan Perikanan Indonesia (MDPI) is a non-profit dedicated to sustainable fisheries and equitable livelihoods for small-scale fishing communities. To support its 2026-2030 Strategic Plan, MDPI is seeking an Organizational Development and Staff Capacity Building Consultant to align its governance and HR strategies with its new vision. The consultant will design a governance model and operational framework rooted in Human Rights and GEDSI (Gender Equality, Disability, and Social Inclusion) principles. Design should adhere to a comprehensive capacity assessment and developing targeted training modules for the organization’s 42 staff members.
Objectives
The prime objectives of this consultancy are:
- Formulate Inclusive Policies: To develop effective operational policies based on Human Rights (HAM) to ensure organizational compliance with GEDSI (Gender Equality, Disability, and Social Inclusion) principles within operational standards.
- Map and Develop Staff Capacity: To conduct an inclusive assessment to map competency gaps for all MDPI staff (42 people) and to compile targeted capacity-building modules aligned with the latest Strategic Plan.
The consultant will have 2 main focus areas:
- Effective operational policies based on Human Rights and Inclusivity, including:
- Conduct an in-depth analysis of MDPI’s latest Strategic Plan to identify and align with current HR policy
and practice needs regarding compliance with Human Rights and GEDSI standards. - Design an organizational governance model that is efficient, measurable, and aligned with strategic goals based on Human Rights and inclusivity within HR Standard Operating Procedures (SOP) and MDPI’s daily work guidelines.
- Draft new operational policies and workflows that support smooth program delivery and integrate human rights principles into every stage of program operations.
- Provide strategic recommendations to create a work environment that is more inclusive, safe, and equitable for all staff.
- Conduct an in-depth analysis of MDPI’s latest Strategic Plan to identify and align with current HR policy
- Needs Assessment and Capacity Building.
- Design comprehensive and inclusive Training Needs Assessment (TNA) instruments and methods for all MDPI staff to map competency gaps.
- Perform assessments to identify specific capacity development needs aligned with the organization’s strategic goals and analyze the results to find the gap between current capacity and the competencies required by the new Strategic Plan.
- Develop tailor-made Capacity Building modules based on assessment results, prioritizing participatory adult learning methods that are inclusively accessible to all MDPI staff.
Deliverables
- GEDSI Policy Reports and Documents: Recommendation documents regarding revised operational/HR SOPs that integrate Human Rights Equality and GEDSI principles.
- Governance Model Guidance and Organizational Operational Framework Document: This document contains guidelines regarding organizational structure, inter-divisional workflows, and operational policies aligned with the latest Strategic Plan.
- Assessment Report and Training Modules: A Training Needs Assessment (TNA) Result Report covering competency mapping and priority training recommendations.
- Complete Capacity Building Module Set: Syllabus, presentation materials, and facilitator guides that are tailored and ready for implementation.
Qualifications
- Educational background in HR Management, Organizational Psychology, Social Sciences, or a related field.
- Minimum 5 years of experience as an Organizational Development/HR consultant, preferably in the Non-Governmental Organization (NGO) sector.
- Strong track record in mainstreaming GEDSI (Gender Equality, Disability, and Social Inclusion) and Human Rights issues within organizational policy.
- Experienced in conducting large-scale needs assessments and designing capacity-building modules.
- Possess sharp analytical understanding to translate high-level Strategic Plans into practical Organizational Governance Model Guidance and Organizational Operational Framework documents related to operational policies.
Duration and Schedule
- This activity requires an estimated timeframe of 3-6 months, starting from the signing of the agreement.
- Detailed schedules will be agreed upon based on the work proposal.
