Monitoring, Evaluation and Learning Officer (MEL Officer)

JOB FUNCTION: This is an exciting new position available at MDPI. The successful candidate will engage with the program teams and directors to ensure the success of MDPI programs is documented, shared and enable improvements based on findings. The MEL Officer will work with the Program Director to develop and implement monitoring strategies within MDPI, to better understand and improve MDPI program success and impact.



The MEL Officer is a new position in the organization and will be responsible to the Program Director. The MEL Officer will focus on developing and systemizing existing results frameworks for various MDPI data collection and community development initiatives. The MEL Officer will support program staff in designing and implementing activities that can demonstrate impact and will work closely with all three program departments. Monitoring fisheries and gender-based activities will be the main focus of the MEL Officer’s work, with other monitoring activities added as necessary. The position will involve travel to the field (remote fishing villages across eastern Indonesia) as well as interaction with a variety of stakeholders, predominantly fishing industry.   • Develop, implement and update the MEL strategy and frameworks for MDPI, to ensure they track with organizational development and project specifications
  • Support staff in developing, implementing and refining MEL strategies per program, building capacity
  • Develop indicators for monitoring in collaboration with program staff and support in the data collection plan per indicator
  • Lead the analysis and recommendations output from information gathered by the MEL strategy
  • Maintain a database to ensure all program ouputs and results are accurately recorded and coordinated to inform program staff
  • Provide timely and quality support and coaching to the program heads to meet with their specific MEL needs
  • Develop case studies as required
  • Participate in initiatives to share lessons learned and good practices, both within MDPI and with partner organizations and wider network
  • Contribute to routine donor reporting with MEL findings as required and assist in developing communications material for program staff
  • Advise the Program Director and Program Managers on topics and projects to be monitored
  • Ensure good communication with both Bali-based and field-based teams


Qualifications and requirements:

  • Bachelor degree in MEL or related field, Masters an advantage
  • At least five years’ experience in monitoring, evaluation and learning implementation
  • Experience designing and implementing monitoring and evaluation frameworks within the environmental and / or NGO sphere, including design of results frameworks and managing external evaluations
  • Experience in analyzing and presenting data effectively for a wide range of audiences
  • Excellent oral and written communication skills in both English and Bahasa Indonesia
  • Fast learner, capable of working under pressure and meeting multiple deadlines as a team-player
  • Experience working with USAID projects or other international development agencies an advantage
  • Familiarity with Results Chains, logframes and various workplan formats
  • Ability to listen, adapt, persuade and transform systems
  • Enthusiastic about joining a diverse and inclusive work environment

Working Environment

  • Standard office work environment with travel to the MDPI sites in eastern Indonesia as required

Timeframe: 12 months; extendable
